All Saints Academy Home and School Association

Constitution and By-laws

 

Article 1: Name

The name of this organization shall be the All Saints Academy Home and School Association.

 

Article 2: Objectives

a)   To advance the development of the child spiritually, socially, physically, and intellectually in the school through the coordinated efforts of parents, teachers, and students.

b)   To bring into closer relationship through good communication and well-planned programs the home and the school, including parents and guardians, students, faculty and administrators.

c)    To promote an interest in educational matters and an understanding of the mutual responsibilities of the parents and teachers in education.

d)   To provide financial aid and assistance for special projects, the school, and its students.

e)   To encourage high standards of Catholic family living.

 

Article 3: Policies

a)   The policies of this association shall be non-partisan, non-political, and non-commercial; the name of the association or its officers in their official capacities shall not be used in connection with any political or commercial interests.

b)   This association shall respect the established school policies and practices.

c)    Generally, Robert’s Rules of Order Revised shall govern the association in cases in which they are applicable; items may also be decided by consensus, as appropriate.

 

Article 4: Membership

a)   Parents or guardians of children attending All Saints Academy are considered members of this association and may attend monthly meetings and vote for the members of the Board at the May meeting.

b)   The priests of the sponsoring parishes of All Saints Academy, the principal, faculty and staff shall be honorary members of this association with all rights of active membership; the priests may receive a copy of the minutes and the monthly financial statement if requested.

 

Article 5: Officers and Meetings

a)   The executive officers of this association shall be President, Vice-President, Secretary and Treasurer.

b)   The directors of this association shall be the Director of Social Events, the Director of Fundraising, the Assistant Director of Fundraising, the Director of Events, and the Director of Hospitality; the board may create an officer-at-large position if deemed necessary; the Immediate Past President is also a voting member.

c)    The principal and the pastors are ex-officio officers and non-voting members.

d)   All parents and guardians of children attending All Saints Academy are considered non-voting members.

e)   No officer shall be eligible for more than one office at a time; vacancies that occur in office shall be filled by election at an executive board meeting; majority vote rules; specific terms listed below in Article 7.

f)     Meetings will be held once a month from August to June and are open to all school families. The H&S board will oversee the H&S activities for both All Saints Elementary and All Saints Middle School.

 

Article 6: Election of Board Members

a)   A new board will be elected each May for the following school year.   Terms will run from August to July.

b)   Generally, application forms for all Board positions will be submitted in March, with an election held during the regularly scheduled Board meeting in May.

c)    This process shall be overseen by the Immediate Past President, unless he or she is running for a board position.  Then the responsibilities shall be assigned to another board member in order to avoid the possible appearance of a conflict of interest.

d)   All applications for board positions will be accepted.  Applications for the President for the next school year will come from the current Board members first.  If more than one member is interested, there will be an election.  If there are no current members interested in the position, outside applications will be accepted.

e)   A brochure listing all of the candidates for all of the positions will be sent home in April so that the school parents may review the candidates and be informed voters.  All school parents, faculty, staff and priests are considered members of the Home and School Association and as such, may vote for the board.  To vote, you must submit your ballot before the May meeting.  Ballots will be sent home with students and/or be available in the school office.

f)     In the event that there are not enough applicants to fill all of the board positions, the board may seek volunteers and elect them to the board with a simple majority vote.  This may not happen before the regular May election.

 

Article 7: Description of board responsibilities, terms and term limits

a)   President:  Shall preside at all meetings, decide all questions of order, act and judge impartially, declare results of all votes, appoint committees not otherwise provided for, and perform such duties as are incumbent upon the office of President.  The President is ex-officio a member of all committees.  Voting member; 1-year term; can be repeated; 2 term limit.

b)   Vice President: Performs the duties of the President in the absence of the President. Voting member; 1-year term; can be repeated; 2 term limit.

c)    Secretary: Keeps a record of all the proceedings of all meetings, is responsible for all necessary correspondence of the association, and presents a report of the previous meeting at each meeting. Voting member; 1-year term; can be repeated; 3 term limit.

d)   Treasurer: Keeps an accurate record of the receipts and expenditures, authorizes payments as voted and approved by the association, Executive Board or the President as stipulated in the by-laws.  Submits a current report/budget at each board meeting. Ensures a minimum of $5,000 is left in account for following school year. Voting member; 1-year term; can be repeated; 3 term limit.

e)   Director of Fundraising, Assistant Director of Fundraising, Director of Hospitality, Director of Events: chairs each committee, responsible for overseeing the events in that category (not necessarily organizing an event, but assisting the volunteers and making sure things are on track).  Voting members; 1-year terms; can be repeated; 3 term limits.

1)   Eaglefest is the main fundraiser for Home & School.  The money raised will be used to fund the Home & School sponsored items and events.  An Eaglefest representative will report to the Director of Fundraising monthly who will report at the H&S meetings.

f)     Immediate Past President: the prior President.  This is an advisory role to help with a smooth transition from year to year. Voting member; 1-year-term; can be repeated if necessary.

g)   Principal: Shall sit on the board in an advisory role; will bring issues related to the school and requests as necessary.

h)   Teacher Liaison: Can rotate thru the staff--each teacher would have the opportunity to sign up to attend one meeting throughout the year OR the teachers can choose one representative from each campus for the full year—this is at the discretion of the staff and principal; this is an advisory role and an opportunity for teachers to bring concerns and ideas to the board.

i)      The board, at its discretion, may create an officer-at-large position if deemed necessary.  This is an appointed position, not an elected one.  Voting member; 1-year-term; can be repeated; 3 term limit.

 

Article 8: Meetings

Board meetings are held monthly from August thru June; additional meetings may be called by the executive board if deemed necessary.

 

Article 9: Voting

A simple majority of those members present shall carry a motion.  A minimum of three officers must be present to act on a motion.

 

Article 10: Amendments

This constitution and by-laws may be amended at a board meeting by a majority vote of voting officers.
